The Office of Policy Analysis (OPA) provides nonpartisan professional legal and fiscal staff support to the General Assembly. The primary functions that comprise OPA are Fiscal and Policy Notes; Budget Analysis; Legislative Drafting; Committee Staffing; Library and Information Services; Editing and Bill Processing; and Racial Equity Impact Notes.
