Warren G. Deschenaux was appointed Executive Director of the Maryland Department of Legislative Services in 2015. He was with the Maryland General Assembly’s staff for more than 35 years. Previously he served as Director of the Office of Policy Analysis, fiscal policy coordinator, and managed legislative staff analysis of the executive operating budget. He also headed the department’s management studies unit, and various assignments as a budget analyst and program evaluator. He earned a Master’s Degree in Political Science earned through Rutgers University Eagleton Institute of Politics, and a law degree from the University of Connecticut.
Karl S. Aro served as the first Executive Director of the Maryland Department of Legislative Services from 1997 until 2015. Previously he served as Deputy Director and Director of Research in the Department of Legislative Reference. Karl earned a Bachelor’s Degree in government and politics from Monmouth University in New Jersey, and a Master’s Degree in Public Administration from the University of Maryland.
