  • Victoria L. Gruber was appointed Executive Director of the Maryland Department of Legislative Services effective January 1, 2018. Ms. Gruber graduated from the University of Maryland, College Park with a Bachelor of Arts in Government and Politics, and a minor in English. She graduated Magna Cum Laude from the University of Baltimore with a Juris Doctorate, and has been a member of the Maryland Bar since 1997. Ms. Gruber worked in the department from 1999-2006 first as a Policy Analyst, before becoming Senior Legislative Counsel in the Senate Budget & Taxation Committee. She served as the Chief of Staff for the Maryland Senate President from 2007 through 2017.

  • Warren G. Deschenaux was appointed Executive Director of the Maryland Department of Legislative Services in 2015. He was with the Maryland General Assembly’s staff for more than 35 years.  Previously he served as Director of the Office of Policy Analysis, fiscal policy coordinator, and managed legislative staff analysis of the executive operating budget.  He also headed the department’s management studies unit, and various assignments as a budget analyst and program evaluator.  He earned a Master’s Degree in Political Science through Rutgers University Eagleton Institute of Politics, and a law degree from the University of Connecticut.

  • Karl S. Aro served as the first Executive Director of the Maryland Department of Legislative Services from 1997 until 2015.  Previously he served as Deputy Director and Director of Research in the Department of Legislative Reference.  Karl earned a Bachelor’s Degree in government and politics from Monmouth University in New Jersey, and a Master’s Degree in Public Administration from the University of Maryland.
