About the Executive Director

Victoria L. Gruber was appointed Executive Director of the Maryland Department of Legislative Services effective January 1, 2018. Ms. Gruber graduated from the University of Maryland, College Park with a Bachelor of Arts in Government and Politics, and a minor in English. She graduated Magna Cum Laude from the University of Baltimore with a Juris Doctorate, and has been a member of the Maryland Bar since 1997. Ms. Gruber worked in the department from 1999-2006 first as a Policy Analyst, before becoming Senior Legislative Counsel in the Senate Budget & Taxation Committee. She served as the Chief of Staff for the Maryland Senate President from 2007 through 2017.
