Summary

Approximately 9.1% of State aid is allocated to county and municipal governments to finance general government, transportation, public safety, and environmental projects. County and municipal governments will receive approximately $770 million in fiscal 2021. The major State aid programs assisting county and municipal governments include transportation aid, disparity grants, adult education, teacher retirement supplemental grants, police aid, gaming impact aid, and local voting system grants.

Per capita aid to county and municipal governments ranges from less than $30 in two counties to over $200 in five jurisdictions in fiscal 2021. Much of the variance among counties is due to the targeting of public safety and disparity grant aid and the large portion of highway user revenues going to Baltimore City.

Transportation aid to county and municipal governments totals approximately $270 million in fiscal 2021. Of this amount, $264 million is allocated to local governments as highway user revenue. The per capita transportation funding ranges from less than $20 in several counties to over $250 in Baltimore City. Much of the variance among counties is due to the targeting of a large portion of highway user revenues to Baltimore City.

Public safety aid to county and municipal governments totals approximately $184 million in fiscal 2021. Per capita public safety aid to county and municipal governments ranges from less than $15 in several counties to over $25 in Baltimore City and Kent County. The differences among counties is due to the allocation of certain public safety grants to Baltimore City.
