Summary

Local detention center populations have decreased over the past decade for Baltimore City (administered by the State) and county jails (administered locally). However, while county jails have experienced a significant decrease in population since fiscal 2018, Baltimore City populations have remained relatively stable.

On average, over the past decade, there were five times as many offenders under the Criminal Supervision Investigation Program (i.e., parole, probation, and mandatory release) as there were offenders housed in State correctional facilities.

Populations under the Criminal Supervision Investigation Program have consistently declined during the past decade. While participation in the Drunk Driver Monitoring Program (DDMP) was noticeably lower in fiscal 2021 than in fiscal 2011, DDMP participation levels fluctuated slightly during the intervening years.
