Summary

Virtual schooling and efforts by the courts to limit out-of-home placements due to the COVID-19 pandemic have contributed to significant reductions across all caseloads and populations within the juvenile services system.

The detained average daily population (secure detention, pending placement, and youth charged as adults) was 153 youth in fiscal 2021, which is a 39.6% decrease from fiscal 2020 and a 74.0% decrease from fiscal 2014. The committed population continues to be significantly lower than pre-pandemic levels. The fiscal 2021 committed average daily population (in-state and out-of-state) was 147 youth, which is down 53.3% from fiscal 2020; this decline began during the final quarter of fiscal 2020. Compared to fiscal 2012, the committed average daily population has decreased by 86.6%. Enhanced efforts to treat youth with in-state services contributed to the out-of-state average daily population falling to 12 youth in fiscal 2021, which is a 70.7% reduction from the year prior.

During fiscal 2015 through 2019, recidivism rates for juveniles have remained consistent with minor fluctuations for all three categories of measurement (re referral/arrest, re adjudication/conviction, and recommitment/incarceration).
