Summary

The State provides a subsidized health insurance plan for State employees and vested retirees. Plan changes in recent years have encouraged more active employees to migrate into less costly Exclusive Provider Organization plans, which offer lower premiums but limit coverage to in-network providers only. Meanwhile, retirees continue to favor more expensive Preferred Provider Organization plans, which offer greater flexibility for out‑of‑network provider reimbursement but charge higher premiums and require greater out-of-pocket costs in the form of deductibles and coinsurance. Prescription drug costs have been driving health insurance costs over the past five years, but a change in the State’s pharmacy benefit manager contract has resulted in a slowdown in growth in fiscal 2018.
