Summary

Since passage of the federal Patient Protection and Affordable Care Act in 2010, the number of uninsured Marylanders has fallen. As of 2020, 135,474 individuals were covered through the Maryland Health Benefit Exchange (MHBE). Enrollment in MHBE has leveled off in recent years and declined slightly in 2020. However, this count does not include enrollment growth under the Coronavirus Special Enrollment Period. The majority of individuals who purchase qualified health plans through MHBE receive financial assistance. In 2020, 82% of enrollees received an advanced premium tax credit to reduce premium costs, while 37% purchased a cost‑sharing reduction plan that offers reduced deductibles and copayments. The average monthly premium for the lowest-priced silver plan available reached a high in 2018 when it more than doubled the 2014 average premiums. However, rates declined by an average of 13.2% in 2019, and by 10.3% in 2020, reflecting the impact of the State Reinsurance Program that began January 1, 2019.
